Meeting 2007 WHP Memorial Day Brunch Community Meeting

Security and Safety Issues
Gerry Blair, the Coconino County Sheriff's Department Community Program Planner; spoke about the benefits in having a Neighborhood Watch. He also shared how Coconino is the second largest county in the nation and explained the different locations where deputies were assigned. He brought along a map to show us the area. He offered having quarterly meetings with residents, explained their Woods Watch program, and their Community Emergency Response Team (CERT)class. He brought out several handouts on various topics.
Deputy Glen Isbell, a patrol officer for our area, spoke on how it is necessary to call DPS for break-ins and thefts. It is important that the information be put into a written report, which can be done over the phone or by a responding officer. He also would like residents to make written notes of suspicious people and vehicles, including date, time, location, and descriptions. He recommended that we visually concentrate our attention at strangers so they know you see them and
could identify them if needed. He explained the forest service would handle camp fire issues and road issues. Fish and Game is responsible for questionable hunting practices, although DPS would respond to reports of unsafe target shooting conditions, illegal use of dump sites and littering. All hunting should be no closer than a 1/3 mile from a house.
Road Issues
Rick Kolesar gave a Snow Removal Report saying that it worked out for the most part this winter. Winter residents should expect to donate more money next year if the snow conditions are the same, as funds fell a little short at the end of the season.
Kolesars volunteered to head a fall road clean up. They will let us know the October weekend for us to get together and pick up wood debris along Freedline Drive. Please look for a scheduled date and plan to be here for a fun time helping beautify our little piece of paradise.
Bev Kopecky reported how volunteered money was spent to take down the crown on the road in places, level the road, cut ditches, and put down 4 loads of cinders. Volunteers have also collected $2,000 for Phase 2 (final topping).
Rich Piancino commented he may be able to get crushed asphalt at the price of hauling it. If he is able to do this, we may be doing a quick appeal to those that would want to pay to have it put in front of their lots at this really, really discounted price. It would be considered a finished topping for the road and really cut down on our dust problem. We would have to pay equipment expenses to spread it after it was delivered or arrange to do it yourself. The road on the east end of the subdivision has this material. Small amounts were applied in 2003 without a road base, and the material has held up remarkably well.
Rick Kolesar recommended we consider a road maintenance agreement be formed and registered with the county. He wants to pool money together to hire an attorney to write it and oversee the election. He volunteered to head this effort and research attorney costs, the parameters, and how to keep the agreement open for future amendments. Ron Cornelius recommended doing this through an HOA and to enforce all of the deed restrictions, not just road concerns. He also suggested that we deed the road to a corporation for insurance purposes. We were reminded that a 67% voting approval is needed to get any agreement passed.
We'd like to thank Jack Creed and Dick Llanes for their service on the road committee last year. They have resigned and been replaced with two new volunteers, Rick Kolesar and Dennis Forbes. Those remaining on the committee from last year are Bev Kopecky, Jerry Kinney, and Laura Forbes. Everyone is invited to contribute their ideas and concerns about the road, either by email, or by conversations with members of the road committee.
The Road Committee is planning an open meeting on June 23, 9:00 am at the Forbes home. If you cannot attend, please email your comments and ideas to Laura Forbes at starfishadventures@hughes.net. We need input from everybody.

Sandra Tusa gave a Trash Service Report saying the fiscal year ended with $4 in the black. The average cost in 06 was $102 a month, with a rate increase, the 07 monthly fee will run around $112. It was decided to leave the dumpster located where it is for the present. Year-round use is $120, weekend use is $100, and seasonal monthly use is $10. Clint Fries spoke on his concerns about teepee wood piles he occasionally sees on lots. He recommends they be taken to our dump
site and not burned on our lots. The wood dump site needs to be closely watched so we don't lose the use of it. Improper dumping has started and we need to discourage this by getting license plate numbers and calling it in to the sheriff's and/or forest service. Dennis Forbes has called about setting up a burn time this fall or winter, as it is getting to be quite a large pile.
It was decided that WHP would have a team in the American Cancer Society Climb to Conquer Cancer taking place on Saturday, August 18, 2007. This is a leisurely walk up snowbowl road, with bus rides available for those that want to stop walking and ride to the top. Participants can walk as little or as much of the seven miles as they wish. We will be doing team registration and need 8 or more to do this. We need to know who wants to be on the team by July 1 so we know how many personalized WHP team tee-shirts to order. Participants need the $35 registration fee for adults, $10 children 7-11 in by that time. We will have a website link with the cancer society to do it online by that time. Summary: The food was great and a BIG Thanks to the Farago’s for hosting the event. Steve and Margie did a fantastic job decorating, planning and seeing that everything ran smoothly.
