Minutes for the 2009 WHP Volunteer Road
Association Meeting
Was held
Sunday, May 24, 2009, at 9:30 am at the
Farago’s residence, Lot 4 WHP.

Meeting
started with fantastic brunch dishes,
beautiful weather and breathtaking
scenery.

Report

This year
garbage service was short $234.78 this
fiscal year. Contract is up March 2010,
and decision needs to be made if we want to
continue the service with Waste Management.
If so, it is recommended we adopt the bin
for a month to pay the fees if we can get a
commitment from 12 people to participate.
Fall
Road Clean Up
was reviewed and decided it was worth doing
again next year as we took out more than 4
loads of tree debris and still had more to
take out, but we stopped for lunch. Bev and
Len Kopecky have volunteered to organize the
2009 road clean up event.
Labor
Day Goofy Games
was reviewed and explained to those not
familiar with the event. It was decided to
plan on it again this year, with Margie
Farago planning the event and Creeds hosting
the pot luck at the end of the games.
Road
Committee Report

Committee
managed to cover most of Freedline Drive
with recycled asphalt, spending the $12,500
collected to do this. There is no money
left in the account to maintain or make
repairs at this time. Two members are
stepping down (Bev Kopecky and Rick Kolesar)
and volunteers were called to fill the two
vacancies. Steve Farago (thefaragos@cox.net)
and Matt Mickiewicz (mmm56@yahoo.com) were
the only people to volunteer so they and
Rick Piancino (PCI6@wildblue.net), Dayle
Henson (dchaspen@hotmail.com) and Joe Tusa
(joetusa@gotsky.com) are the
2009 Road Committee members.
Private
Property Tree Thinning-Art
Matthias, program coordinator of U of A
extension fuels reduction program working
through Coconino County office, explained
how they might be able to thin our private
lots with pine at around $500 an acre with
assistance from grants to maintain a healthy
forest. Matt Markiewicz also updated us on
the plan for the forest service to thin and
clean the area around our subdivision. They
should be ready to start around fall of
2010. There should be two meetings when
input from the public is heard. He will try
to keep us aware of these meetings as well
as the forest service notices.
Need for WHP
to be registered with county.
Sandra Tusa explained how the federal, state
and county agencies want to work with an HOA
or Association that is representative of the
subdivision and documented with county
records. She reviewed the following ways to
do this now or in the near future:

Deed
Restriction changes by August 1, 2010
with a majority vote of 24 to develop an
HOA or Road Association

Deed
Restriction amendment for a road
association with 30 lot votes to develop
HOA or Road Association

Continue
a volunteer road association, but vote
in by-laws with majority owners vote.

A road
maintenance agreement signed by owners,
notarized and become a part of their
official record of Coconino County.
We can not
renew our snow removal permit, or
repair/maintain roads until this is
completed. Pat Crom, Ron Cornelius and
Dayle Henson volunteered to head a committee
to up-date and create an HOA or Road
Association for WHP.
In the mean
time, Matt Markiewicz suggested a road
maintenance agreement be tried so we will
have time to qualify for the new snow
removal permit requirements. He passed
around a form others have used to get
registered with the county for this
purpose. He obtained 12 signatures at this
time.
Slash Pile-Matt
also shared that the slash pile is still
available to us and we need to police it so
only tree trash is put there. Rich Piancino
has volunteered to re-shape the road and
area around the slash pile site.
Arizona
Trail-Gretchen
shared information and maps concerning the
Arizona Trail as it comes as close as a ¼
mile from our subdivision.
Door Prizes
went to Dee Dee, Pat, Rebecca, Erik, Steve
and Cherie.
